Job Title: Federal Proposal Specialist

Location: Baltimore, MD (Onsite – 21209)

About the Role:

We are seeking an experienced Federal Proposal Specialist to join a leading design services firm in the Baltimore, MD area. The ideal candidate will bring strong expertise in managing federal proposals, understanding AEC contracting requirements, and preparing SF-330 and TORN submissions.

Key Responsibilities:

• Manage and prepare federal proposal submissions (SF-330 & TORN).

• Lead proposal development efforts, including coordination, writing, editing, and compliance reviews.

• Collaborate with technical and marketing teams to develop compelling proposal content.

• Ensure all submissions comply with Federal Acquisition Regulations (FAR/DFARS).

• Maintain accurate proposal documentation and track submission status.

• Support go/no-go decision processes and AEC marketing initiatives.

• Oversee SOQ/proposal production (digital, print, and binding).

Required Qualifications:

• Bachelor’s degree required.

• 5+ years of experience in the federal AEC industry .

• Proven experience managing SF-330 submissions and TORNs for federal agencies (DOD, GSA, etc.).

• Proficiency in InDesign , Deltek , and Microsoft Office Suite .

• Strong understanding of AEC marketing , proposal development , and procurement processes .

• Knowledge of FAR/DFARS , government procurement portals, and federal contracting terminology.
  

Physical Requirements:

• Prolonged periods of sitting and computer use.

• Ability to lift up to 15 pounds occasionally.
