Job Description

Summary:

The Project Director is responsible for leading, managing, and overseeing the operations of Workforce Solutions centers serving the Heart of Texas (HOT) region. This position requires extensive experience in workforce development, particularly with managing federally funded programs and One-Stop operations. The Director ensures excellence in service delivery to employers, job seekers, and community stakeholders, and aligns operations with local Workforce Development Board (Board), Texas Workforce Commission (TWC), and federal WIOA requirements. The Director drives performance, compliance, and innovation across workforce programs and builds strong partnerships to meet regional economic and workforce needs.

Key Responsibilities:

  • Provide strategic leadership in establishing, managing, and operating Workforce Solutions centers in accordance with Board policies, TWC guidelines, and federal laws.
  • Serve as the primary liaison with the Workforce Development Board, TWC, elected officials, employers, educators, and partner organizations to foster a world-class, integrated workforce development system.
  • Develop and execute operational plans that align with One-Stop system principles and regional workforce priorities.
  • Oversee the delivery of WIOA, TANF/Choices, SNAP E&T, Employment Services, Trade Act, Veterans, and other workforce programs, ensuring compliance, fiscal integrity, and measurable outcomes.
  • Monitor program performance against contractual targets and implement improvement plans to achieve or exceed benchmarks.
  • Manage staff recruitment, development, and performance, fostering a culture of accountability, customer service excellence, and innovation.
  • Oversee center finances, human resources, facilities, procurement, and administrative functions in compliance with SERCO, Board, state, and federal standards.
  • Represent SERCO at community events, Board meetings, business engagements, and public forums to promote workforce initiatives and strengthen community relationships.
  • Lead continuous assessment of regional workforce needs and develop responsive programs, including employer engagement, youth services, and career pathways.
  • Promote business services strategies that align with in-demand industries and foster employer participation in hiring events, apprenticeships, and work-based learning.
  • Drive initiatives addressing barriers to employment, including support services planning and access to training and education resources.
  • Participate in regional and state-level workforce development committees, policy discussions, and innovation task forces.
  • Perform other related duties as assigned to advance workforce development goals.

Qualifications:

Minimum of 5 years of progressive management experience specifically in workforce development is required , including oversight of One-Stop center operations and multiple federally funded workforce programs such as WIOA, TANF/Choices, SNAP E&T, and Employment Services.

  • Bachelor’s degree in Business Administration, Public Administration, Workforce Development, or related field required; Master’s degree preferred.
  • Demonstrated expertise in workforce program compliance, fiscal stewardship, and achieving performance outcomes.
  • Experience engaging employers, educators, and community organizations in collaborative workforce solutions.
  • Strong knowledge of WIOA, TWC, and One-Stop operational requirements, and familiarity with Texas labor market trends.
  • Proven leadership, strategic planning, and staff development capabilities.
  • Exceptional interpersonal, communication, and negotiation skills.
  • Proficient in data-driven decision making, with ability to analyze metrics and adjust strategies to achieve results.

Specialized Requirements:

  • Valid Texas Driver’s License, reliable transportation, and proof of required insurance.
  • Ability to travel regularly within the region and occasionally statewide.
  • Must demonstrate leadership, integrity, self-control, initiative, and dependability under high-pressure situations.

Physical and Work Requirements:

  • Work is performed in a fast-paced, dynamic office and field setting, requiring frequent travel and sustained mental focus.
  • Must be able to sit, stand, and walk for extended periods, drive long distances, and occasionally lift up to 25 lbs.
  • Occasional setup of outreach and event displays required.
