Job Description and Duties

Are you passionate about tackling climate change and building a resilient, circular economy in California—one that views waste as a valuable resource? If so, CalRecycle is looking for a Staff Services Analyst (SSA) or Associate Governmental Program Analyst (AGPA) to support and lead grant projects that advance California’s climate and sustainability goals.

Under the direction of the Staff Services Manager I, the AGPA will manage a variety of duties related to the administration of CalRecycle’s Circular Economy grant programs. This position is part of a department-wide team responsible for implementing programs under the California Oil Recycling Enhancement Act, SB 1383, and the Five-Year Plan for the Waste Tire Recycling Management Program.

Key responsibilities include managing and monitoring grant proposals and projects, engaging with internal and external stakeholders, and contributing to continuous program improvement. The incumbent will also develop and lead application cycles for upcoming funding opportunities, independently manage assigned grants, and conduct outreach through workshops, conferences, and public presentations.

This position may serve as a Program Lead and requires strong project management, communication, and analytical skills. Occasional travel—including overnight travel up to 15% annually—may be required and could affect the employee’s work schedule.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in grant or contract management.
  • Experience using Microsoft Office, and/or other productivity software.
  • Experience in oral and written communication.
  • Experience in analysis, rulemaking and/or program evaluation.
  • Experience working with a variety of staff (technical, program, administrative, legal etc.)
  • Knowledge of waste management practices, including household hazardous waste and used oil.
